The Sentek Consulting team will provide engineering, technical, and programmatic support services for the Warfare Centers. Tasked to introduce transformational technologies into new or existing surface, undersea and strategic warfighting capabilities, the team's efforts will include research, technology development, concept exploration, design and demonstration of concept, and technical analysis to support the development of advanced hardware and software systems. In addition, system engineering and process engineering support will include the application of engineering disciplines to new warfighting capabilities and systems.
In the Spring of 2001, NAVSEA launched SeaPort, a program that has had significant results in streamlining the contracting process, reducing administrative costs and facilitating a paperless procurement process. In concert with that direction, NAVSEA expanded its web-based portal and acquisition strategy to the Warfare Centers, resulting in SeaPort-e to combine services previously provided under different contracts and will provide for the procurement of new support activities as they are identified.

Padding Resumes with Erroneous Information Can Have Disastrous Results
Jobseeker dishonesty could have serious repercussions, including termination.
(PRWEB) September 30, 2005 -- With the recent hurricane disaster in New Orleans, there were many people who came under scrutiny. One such person was Michael Brown, the head of FEMA. People questioned his credentials and the media began to dig deep into his background. What they found was a man who had padded his credentials.
Here are some of the items they found:
* He claimed to be on the Board of Directors of a Nursing Home. When contacted by the media, the personnel at the nursing home had never heard of Brown.
* He claimed to have been an Assistant City Manager of a town in Oklahoma. Brown never held this position. He did do an internship while attending college for this town.
* He stated that he had received an "Outstanding Professor" award from a college where he never taught. He was an adjunct professor for a college, but the college never had such an award and he certainly did not receive one.
A recent survey showed that about 75% of people "pad" their resume with credentials and position responsibilities they have never held. Many individuals stated that they enhanced their qualifications to be competitive.
"The most common inflationary statements on resumes are job title and education. Some of my clients want me to change their job title to a more mainstream title, which is alright, as long as they list the real title in parentheses. Other candidates want to change their title to appear to have more experience than they possess, which I will not do," said Kathy Sweeney, certified professional resume writer and interview coach from The Write Resume (www.awriteresume.com). "Further, I will never allow my clients to misrepresent their educational background. There are other areas we can strengthen on the resume, such as industry-specific training, which may be of more value to an employer."
Sweeney recalls a recent article regarding a woman who was fired from a government job because she claimed to have a PhD. When colleagues were perplexed as to how a woman, who had no previous education, could suddenly have three degrees in a two-year time-frame, they questioned it. What they found out was that she had "paid" for her degrees through an on-line diploma mill.
Due to the onslaught on this type of behavior, many companies have been conducting more thorough background checks. Some companies, such as Chili's Restaurant, have an on-line application where you must detail accomplishments and then "back them up" with a person who can verify that accomplishment. Other companies are hiring outside background checking companies to verify information listed on resumes and applications.
"Jobseekers need to understand the companies are serious about who they hire, especially for positions of great importance and responsibility," stated Sweeney, "When writing a resume, the best policy is to be honest and forthright with your qualifications. If a candidate is dishonest, it will eventually catch up to them -- whether in the initial hiring process or during their tenure with the company."
Sweeney advises job seekers to always be honest when stating qualifications on a resume or application. She warns that if job seekers pad their experience or credentials, they could end up in a position where they will flounder and eventually be fired for incompetence.

In the past, I produced 'It's All True,' which was based on Orson Welles' unfinished film that was quashed by RKO during World War II. Also, I directed footage chronicling the 50th anniversary of Roswell for a future doc.”
“People are going to be amazed at the power of the film and television inventory Johnny is putting together. We plan on something very big about private space,” Bill McCoy winks, “but I can't talk about it yet. But today, we're focusing on the website.”

Hi-Tec Systems' President Receives SBA Award
U.S. Small Business Administration names Tribhuvan Singh, founder of aviation safety/security research firm, as the 2005 NJ Minority Small Business Person of the Year.

What started as a one-person consulting business has quickly evolved into a multi-faceted company with expertise in five major fields. The Egg Harbor Township-based company specializes in the modernization of air traffic management systems, airport/aircraft safety research, homeland security and defense, environmental engineering/OSHA compliance, and information technology.
In the early stages of the business, Singh was looking for ways to expand his customer base. He learned about the SBA's 8(a) Program, a program designed to help socially and economically disadvantaged entrepreneurs gain access to contract opportunities from the federal government.
In 1996, Hi-Tec Systems became an SBA-certified 8(a) company. Through the program, Hi-Tec Systems has received a total of $3.5 million in 8(a) contracts from the U.S. Army Corps of Engineers and the U.S. Naval Warfare Center Aircraft Division in Lakehurst. Recently, the firm has graduated from the 8(a) program.
Today, Hi-Tec Systems employs 90 people and has revenues of about $20 million. "In the last few years, our status as an 8(a) helped win three major FAA contracts with ceilings totaling $183 million," said Singh. "The SBA's 8(a) program opens doors to minority-owned firms. This program has allowed us to gain access to contracting opportunities through the federal government."
As one of the company's prime customers, the FAA has awarded Hi-Tec Systems an aviation safety research contract which includes development of a model for Systems Approach to Safety Oversight, and development of an intranet-based version of the Flight Standards Automation System/Technical Analysis Program.
The TSA is another large customer that makes Hi-Tec a major player in the field of aviation security. Hi-Tec supports several research projects at the Transportation Security Laboratory (TSL) at the Hughes Technical Center, including the testing, evaluation and certification of equipment for airport passenger and baggage screening.
In 2003, U.S. Department of Transportation Secretary Norman Y. Mineta presented Singh with the DOT's Disadvantaged Business Enterprise Award, for what the FAA called "invaluable" research assistance. In addition to its corporate headquarters in Egg Harbor Township, Hi-Tec Systems has a branch near Washington, D.C., and a liaison office in India.

SEA’s Authorized Service Provider Program Completes First Round of Certifications
The Supplier Excellence Alliance (SEA) completed its first round of consultant certifications as part of its Authorized Service Provider Program. Aerocare Deploys Three Aircraft to Houston and Evacuates Four Critical Patients
AeroCare assembled three teams to go from Houston to San Antonio, ensuring that the most critical patients were evacuated first and optimal care was delivered.

Increasingly stretched community clinics that provide a vital safety net to the most vulnerable populations are continually faced with the challenge of having to make improvements with dwindling resources. One such center successfully employed an innovative approach that allowed them to improve patient care and delivery processes using only current personnel and equipment.
The Vine Hill Community Clinic serves an inner-city population in Nashville, Tennessee. Approximately 90% of the clinic's patients are on a state form of Medicaid. Like many primary care clinics in the U.S., Vine Hill provides outpatient care to many patients with type 2 diabetes. Diabetes is the leading cause of adult blindness, kidney disease, and amputation. Although almost 18 million people in the U.S. have diabetes, less than optimal care is often provided, particularly in at-risk communities. Improving care for these patients is vital because many complications may be helped or avoided with good care and behavioral changes.
Recognizing the urgent need for improved diabetes care, the Vine Hill clinic contracted with LifeWings in 2004 to provide what is considered to be a very promising form of training for the healthcare industry: Crew Resource Management (CRM) based training. CRM is a team based approach to service delivery not usually found in the medical arena. CRM was developed in the 1990s to reduce the human error component of aviation accidents. CRM produces an inclusive, organized, collaborative environment in which potentially high-risk decisions can be made with the most possible information and high degrees of accountability and flexibility. CRM enables teams to make better decisions and have the best chance of avoiding negative outcomes. The methodology has worked remarkably in aviation, arguably the safest high consequence industry, resulting in no U.S. passenger deaths in three years.
The Vine Hill Community Clinic initiative included a formal study conducted on visits from 619 type 2 diabetes patients over a thirteen-month period. The conclusions of the study state that the CRM training was instrumental in improving the diabetes care process and the patient outcomes. The number of patients who met the recommended levels for blood pressure, amputation risk, body weight, and other factors improved after receiving care from the CRM trained staff. Further benefits to the clinic include improved organization of diabetes care team, decreased patient visit time, and shorter orientation periods for new staff: all very important cost-saving measures for the severely under-funded public health sector. Although follow-up training is important to the continued success, the improvements from this training are viewed as significant to this clinic.
The success of this effort, and others like it, are not going unnoticed by the medical community. With persistent press about the alarming number of preventable, error-induced deaths in the U.S., medical providers are desperately looking for innovative ways to improve patient care. Many medical care providers never receive formal training on teamwork, situational awareness, or conflict management. Critical communication skills that could save lives are often not taught, monitored, or measured. Protocols and checklists are often not a part of typical medical care delivery, in the clinic or in the operating room. Contrast this with the systematic, documented, and mandatory recurring training received by those in the aviation community and it is not hard to see why the numbers are materially better. CRM ensures all members of a crew flying an aircraft know their responsibilities, protocols, and obligation to speak up if they feel something is not safe. The medical community is learning that applying these principles to healthcare delivery can provide measurable improvements for their patients.

As longest-serving director of the 350,000-member Army National Guard, Lt. Gen. Schultz guided the formulation, development and implementation of all programs and policies affecting the Army National Guard at the National Guard Bureau in Washington, DC. As Schultz completed his tour of duty as the director, the Army Guard budget was $10.18 B, a $4.31B increase since his arrival in 1998.
Just after his arrival in the Pentagon in 1997, Lt. Gen. Schultz led a Tiger Team that focused on improving the weapons of mass destruction (WMD) response capability within the Department of Defense. The team was tasked to identify vital response tasks and capabilities demanded of the DoD in a WMD attack. Under Lt. Gen. Schultz leadership, the team developed a prototype that also better integrates Reserve Component capabilities into emergency responses.
To form that mission-critical plan, the team focused on the appropriate, substantive and integrated DoD support model to local, state and federal government authorities responding to a WMD attack.
Under Lt. Gen. Schultz’s leadership, the Tiger Team noted that there was a significant void in the response community chemical, biological and radiological assessment capability. As a result, it created a DoD response capability that did not exist previously.
Today, the civil support teams are called on a daily basis as they assist with agent identification and appropriate hazard mitigation in the affected areas of unknown agent releases. In a military report, Lt. Gen. Schultz concluded that the plan represents a beginning, a start point, of a larger, multiyear effort. And it has been just that. Eleven teams were authorized in fiscal year 2005, completing the Congressional mandate to field at least one team in every state, territory, and the District of Columbia.
Lt. Gen. Schultz began active military service in 1963 and served 4 years as an enlisted Soldier. He was commissioned an infantry officer after graduating from the Iowa Military Academy’s Officer Candidate School.
He has served as the deputy adjutant general of the Iowa National Guard and the deputy director for operations on the Department of the Army staff. In that role, Lt. Gen. Schultz was responsible for coordinating all Department of Defense military support to civilian authorities, including disaster relief operations.
Lt. Gen. Schultz earned the Silver Star for heroism while serving in Vietnam with the 25th Infantry Division in 1969. His other honors include the Distinguished Service Medal, Legion of Merit and Bronze Star. He was twice awarded the Purple Heart.
“In so much that he has done, Roger Schultz has worked to perpetuate that seamless union between the active component and the reserve components, bringing us to this very special point in our history,” Gen. Eric Shinseki, Chief of Staff of the Army, said when Lt. Gen. Schultz was promoted to lieutenant general, giving the Army veteran a third star.
Lt. Gen. Schultz earned a master’s degree in public administration from Shippensburg University in Pennsylvania and a bachelor’s degree in management from Upper Iowa University. He also attended the Army War College.

Southwest Airlines Announces New Service; The Carrier Adds New Destinations and New Flights
Dallas, TX (PRWEB via PR Web Direct) September 20, 2005 -- Today, Southwest Airlines (NYSE: LUV) announced new service to begin Oct. 2, 2005. In an effort to manage the aftereffects of Hurricane Katrina, Southwest has reworked its flight schedule and is now offering new flights in many of its destinations. While the new flights were previously planned, the airline is putting the service out for sale earlier than originally planned due to the reduced flight schedule in New Orleans.
"Our flight schedule has undergone a restructuring as a result of our flight reduction in New Orleans," said Gary Kelly, Southwest's Chief Executive Officer. "Available aircraft time allowed us to meet Customer demand in other cities sooner than anticipated."
Customers can take advantage of this new service today for travel Oct. 2, 2005, through Dec. 1, 2005. Southwest continues to restructure its flight schedule, so the Dec. 1, 2005, booking window will continue to be extended as new schedules roll out. Beginning Oct. 2, 2005:
* One new daily nonstop departure between Chicago Midway and San Antonio.

The $79 each-way fare is available for purchase and travel between Chicago Midway and San Antonio beginning Oct. 2, 2005, through the end of Southwest Airlines' published schedule (currently Dec. 1, 2005). The $79 each-way fare must be purchased at least seven days before departure. Fares are available roundtrip and may not be combinable with other fares. Seats are limited. Fares may vary by flight and day of week and will not be available on some flights that operate during very busy travel times. Fares do not include a $3.20 federal segment tax per takeoff and landing. Fares do not include airport-assessed passenger facility charges (PFC) of up to $9 one-way and U.S. government-imposed September 11th Security Fees of up to $5 one-way. Fares are subject to change until ticketed. Tickets are nonrefundable but may be applied toward the purchase of future travel on Southwest Airlines. Instantstream's Streamphone Product Needs No Advertisement
Instantstream's Streamphone product needs no advertisement. It literally markets itself using a combination of viral marketing and good-old word of mouth. When the company first opened the prototype in May of 2004, it had 1,000 new users within the hour.
(PRWEB) September 20, 2005 -- Instantstream's Streamphone product needs no advertisement. It literally markets itself using a combination of viral marketing and good-old word of mouth. When the company first opened the prototype in May of 2004, it had a thousand new users within the hour.
"We had to shut down the servers because the market was growing faster than we could supply the bandwidth," says Michael Daly III, CEO of Instantstream.
Instantstream Multimedia Communications, Inc. was formed in 2004. The company offers its clients a universal web communications service that is accessible from any computer, any web browser and any communication device, from any location in the world. Using the company's primary product, Streamphone, users can hold individuals conversations, proactive team meetings, sales demonstrations and Regulation "FD" Fair Disclosure, Corporate Earnings and Remote Board Meetings, using audio, video and synchronized PowerPoint slides.
The product differs from similar stream technology in that it is powered by the company's trademarked Interactive Multimedia Local Exchange Carrier (IMLEC-TM). This technology allows Streamphone to be delivered to any computing hardware and any cell phone or PDA in the world without an investment in additional hardware. The technology thereby "enables carrier-class services that integrate enterprise class business applications, voice, video and data to offer true interactivity and Web communications across multiple geographies and platforms."
"What we are doing is simply creating a communications platform that allows anybody to communicate with anybody else, wherever they are without any complications," said Daly.
The Streamphone product is currently installed on more than 526 million desktops and PDAs around the world. Instantstream Multimedia Communications hosts this tremendous number of users on its servers farm, which are located in Downtown Manhattan. The company also manufactures an online training product and a video email product, which is used to solicit customers for the Streamphone application.
The primary market for the product is and Regulation "FD" Fair Disclosure quarterly reports for approximately 5,500 publicly traded companies. Its secondary market is any business with a need to make international phone calls. The final market is the consumer market. In China, says Daly, that market is a 150 million people strong. In the United States, there are 70 million people that the company can reach.
"We allow anybody to communicate, whenever and wherever," said Daly. "We designed this application so that anybody can become a self-broadcaster. Anybody can use it in a number of ways, either as a single conversation, as a group meeting, coordinated group meeting or as a syndicated broadcast. We find that that flexibility follows not only how people work, but how they want to work."
Streaming From the Start
Michael Daly formed Instantstream after a more than 8- year history in the streaming media industry. As a veteran of the industry, he brings to bear a wealth of experience in the market and knowledge of what works and what does not. It is this knowledge that makes Daly confident that Instantstream will be a long-term success.
This past February, Daly presented his financing pitch in NYSIA's Venture Capital Elevator pitch contest. He won the contest, but like all of the other participants, he faced some tough questions from the judging panel. Daly remembers one of the judges saying "a lot of people have spent a lot of money of this and they haven't figured it out yet." The judge wanted to what made Daly and Instantstream different. The difference, says Daly, is simple. He was responsible for the financial turnaround of many of these companies, and he has learned greatly from their mistakes.
"I think I am a bit more qualified at this than the average Joe. Innovation doesn't come often to those who are seeking it, innovation comes to those who have other things that they are trying to do, like make companies profitable. They are not looking for innovation, they are just trying to survive," explained Daly. "In doing these turnarounds, I noticed that each of these companies did something similarly wrong. What I did was I kept notes on these things. Over a period of time, eight years of trial and error, I figured out a way of doing it (right). We have now enhanced it to the point where it is a real product."
Now it is a real product in need of real funding. Instantstream's Streamphone product seems to have it all; innovation, ease of use, an established customer base, and several strong and demanding markets. What the product lacks is funding to propel it to the next stage.
The company has been looking for funding for the past six years. When no backers expressed interest in the company's early stages, Daly liquidated some of his personal funds to get the company rolling. Currently they have one angel backer, but still no VC funds.
"What we are doing is we are looking for investors in the United States. It's easier right now to find foreign investors. We are selling deals right now in China, Africa and South America," said Daly. "We may be contemplating moving the company to the West Coast, depending on where we get the investment. It seems that the VCs raise the money here, but they move the money out to the West Coast."
The company is also in investment talks with the British investors. The deal, if agreed upon, would require the company to move to England. Daly would prefer to keep the Instantstream operations here, but he is unsure as to whether US venture capitalists will support this hope.
"What we are having a big issue with is whether the investors believe in the United States after the dotcom boom and bust, whether or not this is a viable business venture. We think it is," said Daly. "We are already beyond the seed capital. We are in operations. We have taken about 80 percent of the risk for a VC out of this thing. We have a well-groomed team that spent a year perfecting some of the issues. We have got something hot. We have customers and we are in operations already. We are looking to get an investment round to make this something that 50 to 60 million people can use on a daily basis."
Down the Line
Once a VC investment is made, Daly is confident that he will be able to realize some of his dreams for Instantstream. The first in the list is the rollout of 2.0, the second, more customer friendly version of Streamphone. Version 2.0 ties-in instant messaging, video telephones and voice-over IP to the existing model. It also allows the company to issue a user a telephone number anywhere in the world. But again, it all comes back to financing.
"We already have it almost done, but I will not roll it out without funding. If it comes down to it I will sell it to
