A special research interest involves the way cognition in "making decisions under stress" are modulated by brain systems and neuromuscular control. He is both a faculty member at the Medical School and Fellow in Diagnostic Radiology, and Executive Director for Emergent Technologies.
Dr. Green serves on numerous Department of Defense, Intelligence and National Academy of Sciences Commissions. He Chairs the Science Board for the Undersecretary of the Army for Operations Research and has served as Chair of the Board on Army Science and Technology. He holds the National Intelligence Medal for investigations in forensic intelligence and served as an Officer and continues as a consultant with the Central Intelligence Agency.
Edward L. Stephen, DVM
Dr. Edward L. Stephen is a specialist in bioterrorism and biodefense and in this field also heads up the biodefense division of MDM Group, Inc (MDDM).
His initial working assignment was at Ft. Detrick where, in the Special Operations Division, he played key roles in bioterrorism defense including assessment of vulnerability of limited targets such as the New York subway system and the Pentagon. Further, he was involved in the R&D of a range of weapons and helped to test and evaluate various kinds of drugs, chemicals, and toxins as they might relate to capture or restraint.
Most recently and for the past five (5) years, Dr. Stephen has been a Senior Project Manager at the International Science and Technology Center (ISTC; www.istc.ru). He has reviewed the credentials and publications of scientists and support personnel of literally thousands of individuals as the initial step of integrating this experience and expertise into collaborative bio-defense research projects between the governments of Russia and the US. During future visits to Russia, he will be discussing the current and future R&D needs of the Harrington Group with various organisations.
Allen I Bain, PhD
Dr. Bain is a pharmacologist focused on new drug development including, treatments for disorders of the brain, heart and other electrically active tissue. As a co-founder, officer, or director of several companies spanning nearly two decades, Dr. Bain has participated in leadership roles in both the business and the science of drug discovery. Most notably, Dr. Bain co-founded Cardiome Pharma, whose flagship ion channel modulating drug to treat cardiac arrhythmias is in Phase 3 clinical trials in the U.S., supported by a large pharmaceutical company. Markland Technologies Subsidiary, EOIR Technologies, Inc. Announces Development of Airborne Reconnaissance Device
New State of the Art Airborne Sensor Provides Enhanced Surveillance Capabilities
Ridgefield, CT (PRWEB) March 3, 2005 -- Markland Technologies, Inc. (OTCBB: MRKL), a defense and homeland security company transforming advanced laboratory technology into real-world products, announced today that its wholly owned subsidiary EOIR Technologies Inc. has completed development of a new airborne optical surveillance sensor named the Lightweight Image-Enhanced Zoom-able Reconnaissance Device (LIZRD).
The LIZRD airborne reconnaissance device is a unique compact aerial high resolution imaging system designed to be flown in conjunction with hyper-spectral sensors, which offer a high resolution view of an aerial scene. The LIZRD utilizes a fiber optic gyro and GPS for attitude and position information, as well as a high resolution line scanning camera with a digital capture capability for imagery data collection. LIZRD performs motion correction to compensate for aircraft attitude variation, stamping the information onto digital imagery data for either real-time motion correction or post processing. Mission and imagery analysis software are also included with the LIZRD sensor suite.
This new product development is one of a number which are currently under way within the Software and Systems Research and Development Division (SSRD) at EOIR Technologies Inc. The SSRD product development team consists of 30 employees with diversified skill sets in the areas of; software, electrical and mechanical engineering as well as graphic design and training. They are located in a new state of the art design and development facility located in Fredericksburg, Virginia that houses several technical laboratories which include: an electronics lab, three systems integration labs, and a mechanical and laser lab. These laboratories provide SSRD development team members with ample space to develop new software and systems solutions and products as well as conduct state of the art research in electro-optics and infra-red technology.
"This new state of the art facility allows our division to optimize existing projects, expand productivity, and grow new capabilities," states EOIR Vice President Diane Deterline, who heads the SSRD division.
"Our business plan is centered around dual use technologies which can be applied to both the DOD and Homeland Security marketplaces. The onboard video link can be directed from the ground by the local command center to identify specific points or persons of interest and then be merged into the wide area video distribution network to provide supervisory oversight to local, state and regional commanders as well as a real time feed directly to Washington and national Department of Homeland Security headquarters.
Onboard and ground control video downlinks for TAG were supplied by Avalon RF (www.avalonrf.com) and featured their new TA08 Tracking Antenna system offering a range of up to 25 miles. Also on display was a PDA style handheld unit (V38R) for displaying the live video feed from the UAV and placing it in the hands of any officer or security personnel on the ground.

TAG Debuts New Aerial UAV Close Surveillance Capabilities at the 77th Oscars
In support of joint security operations provided by Los Angeles Police Department, the FBI and Department of Homeland Security, Tactical Aerospace Group (TAG) was on site at the 77th Oscars in Hollywood Sunday with a UAV helicopter to provide an aerial downlink and the ability to facilitate immediate incident response to any security breach.
Hollywood, CA (PRWEB) March 2, 2005 -- In support of joint security operations provided by Los Angeles Police Department, the FBI and Department of Homeland Security, Tactical Aerospace Group (TAG) was on site at the 77th Oscars in Hollywood Sunday with a UAV helicopter to provide an aerial downlink and the ability to facilitate immediate incident response to any security breach.
The new unmanned aerial surveillance capability allows local command and control authorities to immediately create a stationery camera position over any location within seconds as well as provide a constant roving patrol over all exterior aspects of the event.
The onboard video link can be directed from the ground by the local command center to identify specific points or persons of interest and then be merged into the wide area video distribution network to provide supervisory oversight to local, state and regional commanders as well as a real time feed directly to Washington and national Department of Homeland Security headquarters.
TAG’s low altitude loitering capability marks a new era in security and event monitoring for civil applications and a represents a significant advance in facilitating a directed aerial force multiplier for law enforcement and national security operations.
The new TAG “C” series helicopter which is directly derived from the advanced military VTOL UAVs from TAG, are specifically designed as a lower cost UAV helicopter solution for civil applications such as law enforcement, fire departments, electronic news gathering, traffic patrol and civil defense.
Onboard and ground control video downlinks for TAG were supplied by Avalon RF (www.avalonrf.com) and featured their new TA08 Tracking Antenna system offering a range of up to 25 miles. Also on location was a portable PDA handheld computer (V38R) for displaying the live video feed from the UAV and placing it in the hands of any officer or security personnel on the ground.

Given the current environment within North America and the Bush administration, right now would seem to be a very profitable point in time to be in the explosives detection system (EDS) business. Speaking recently before a US Senate committee David Stone, administrator with the Transportation Security Administration (TSA), said that intelligence points to growing terrorist threats within the aviation industry. Of the recent $5.6 billion proposed Homeland Security Department budget, nearly $5 billion is earmarked exclusively for aviation security.
Nico Melendez, TSA Field Communications Director for Los Angeles (which manages security for LAX airport, among others), said that the TSA continues to test new technologies that will make the agency more efficient, while relieving the need for added human resources. “The TSA has opportunities for small businesses in both primary contractor and subcontractor roles. Smaller companies have had, and continue to have, an important role in researching and developing new technologies for use in explosive detection.”
Deirdre O’Sullivan, TSA Spokesperson, concurred with Melendez, stating that, “The TSA sources their current and new technologies from both smaller companies and larger conglomerates. In the past few years we have seen that the larger conglomerates tend to buy smaller companies with promising technologies. The TSA is of course out to purchase the most up to date technologies possible.”
